au sujet des activités du Bureau 1 [B1 : le
bureau de renseignements secrets de la scete, ndt]

Il existe un moyen de présenter les détails opérationnels afin qu'une lecture ordinaire ou
même attentive ne puisse donner d'indices provoquant des soupçons d'activités illégale.
Parmi les méthodes [de codage], il y a l'audition**: l'auditeur (dans ce cas, c'est notre agent) travaille sur un pc
(pc=préclair = l'agence ou le groupe qu'il travaille) surtout dans le but de lui tirer
ses retenues (en fait, obtenir ses dossiers). L'auditeur doit "mettre
en place les rudiments sur le préclair" (c'est à dire, se débrouiller
pour rester en contact) et doit mettre régulièrement le pc en séance. Dans les cas de 'out-tech
[technique pas en place, ndt] il faudrait "retirer l'auditeur du cas du pc" et être spécialement
formé sur ce qu'il devrait dire au pc ou à ses parents
(les autres agences, en fait). On pourrait décrire les faits spécifiques comme étant des incidents du pc.
Tout ceci pourrait transiter à l'intérieur d'un dossier
de préclair, avec des "imitations de rapports de séances" si
nécessaire.
Ce codage ou un autre doit correspondre à un système tel qu'on n'ait pas besoin de faire beaucoup
appel à la mémoire pour s'en souvenir. Tout ce que la personne devrait savoir, c'est le nom du pc
(l'agence) et, dans le Bureau 1, celui des auditeurs (Par ex. Jean Dupuis ou Jules Dupont)
Il faut le publier sous forme confidentielle auprès de ceux qui s'en serviront. (moi, Duke, Barb, Pgms, people, B-1 terminals, Con Comms).

2. Preuves qu'elle s'implique dans des activités politiques, de proposition de législation, de support
de certains candidats.
3. Preuves de liens ou de contrôle exercé par les groupes B6 pour proposer des lois.
b. Activités subversives.
Bien que nous ne pratiquions pas ces activités, si bien qu'il n'y aurait pas de preuves, il nous faut nous
assurer de ne pas présenter des documents qui laisseraient penser que nous en avons... Cela tombe sous le
4 ci-après.
c. Actions et projets confidentiels de B1
d. Maniements d'argent qui pourraient provoquer l'attention
des services fiscaux.
a. Gros transferts d'argent hors du pays.
b. Missions enterrant ou cachant de l'argent, établissant des faux comptes, utilisant des finances de mission
pour financer une société de prèts commerciaux, etc.
c. En fait, tout ce qui mettrait à mal notre statut d'organisation exemptée d'impôts.
d. Autres affaires financières confidentielles qui romberait dans celles pouvant attirer l'attention sur
nos finances.
2. Erreurs quant au trafic du B1.
a. Stratégies de maniement
b. apparence de violation de ces points
3. Choses que nous ne voulons pas voir reliées à LRH ou MSH (Hubbard
et sa femme, ndt)
4. Mots ou actions qui paraîtraient contraires
au fait que les motifs de la CoS sont humanitaires, par exemple : harceler, éradiquer, attaquer, démolir,
duper, inciter à l'opposition.
a. La majorité des cas qui pourraient être ainsi
décrits peuvent aussi être publiés sous d'autres termes, et ne pas provoquer de questions sur
nos motifs En d'autres circonstances, par exemple pour une cible spécifique, s' il fallait se servir du
terme exact, il faudrait alors l'encoder.
5. Actions d'entités fiscales
confidentielles, stratégie d'impôts, certains rapports de nos services B1 à propos de finances,
et éventuellement, les noms de comptes.
6. Admettre que des crimes impunis
existent ou des données incriminantes. Ceci se produisant surtout sur les

La cause? Etiqueter quelque chose comme "secret" et l'expédier via mail attirera l'attention des
inspecteurs des douanes.
8. Nous atttirons aussi l'attention des douanes en écrivant
en capitales les noms des groupes de renseignements, tels CIA, IP, SERVICES SECRETS, et autres agences gouvernementales.
Pour parer à ça, il suffit d'éviter d'user de ces noms dans les en-têtes et de les taper
en minuscules, cia, ip, services secrets, etc.
9. Lorsqu'on envoie une dépèche codée d'orgs
à orgs, elle décode le document le jour même et l'expédie aux gens concernés.
10. Les choses que nous ne voulons
pas voir accolées aux Relations Publiques secrètes de la scientologie et aux groupes de façade
du B1.
11. Tout ce qui prouverait que la scientologie
contrôle légalement tout groupe de type B6.

RE: CODING/WORDING OF MESSAGES RE
B-1 ACTIVITIES MOTIF
Dear Dick,
A motif type way of writing about operational details such that casual or even careful reading gives no indication
of B-1 activities nor causes any suspicion of criminal activity.
A possible motif to use is auditing. Auditor (agent) is working
on a PC (agency or group) primarily concernes
with pulling withholds (files). The auditor has to pet the ruds
in on the PC (i. e get placed), and
has to pet the PC in session regulary . In instances of out tech, particulary severe ones where the PC became aware
of such, the auditor would have to be pulled off the case and especially briefed on what to tell the PC's friends and relatives (other agencies). Specifics could be described as incidents
of the PC's.
All such could travel in PC folders with copies of actual or mocked up sessions, if necessary.
Anyway this or another code that has a motif such that people can use it without a lot of memorization. All a person would need is the names of the PCs (agencies) and, in B-1 the names of Auditors (John Silver, for instance).
It should be issued confidentially to people who would have use of it (me, Duke, Barb,
Pgms, people, B-1 terminals, Con Comms).

GENERAL CATEGORIES OF DATA NEEDING CODING FOR BI
1. Incrimination, undercover activities and the like. This breacks
down into the followings areas.
a.Violations of our status as a tax exempt, non profit org.
1. Evidence of the C of S lobbying.
2. Evidence of the C of S engaging in political activities-proposing legislation, supporting candidates.
3. Evidence of legal or control ties to the B6 groups to propose a bill.
b. Subversive activities.
While we do not carry on any of these activities, there would therefore be no evidence of such-we should ensure
that we do not word particles in a way that makes it look like we do... This also falls under n°4 below.
c. B1 confidential projects and actions.
d. Money deals that might provoke government tax offices.
a. Large transfer of funds out of the country
b. Missions burying or hiding income, setting up false accounts, using Msn funds to finance a profit making loan
company owned by the mission holder, etc.
c.Basically anything that is in violation of our exempt status as non profit org.
d. Other confidential financial deals as fall into this categoty of provocking interest in our finances.
2. Some traffic on BI flubs.
a. Strategy for handlings.
b. Apparency of violation to the above points.
3. Things that we do not want connected to LRH or MSH. This
is handle by coding their names.
4. Words or actions that tend to dispute the fact that the C
of S's motives are humanitaring d.c., harass, eradicate, attack, destroy, annihilate, cave in, entrapment, stir
up the opposition.
a. Most of the instances that would be described this way can
also be reworded and not cause any question re out motives. In other cases, may a specific target, you will need
to use exact wording-then it should be coded.
5. Actions of confidential corporate tax bodies, tax strategy, some
BI money CSWs, and occasionally names of accounts.
6. Admission to unpunished crimes and/or incriminating data.
This would mostly come on personnel lines. CSWs etc.
7. CONFIDENTIAL, SECRET, etc TYPE TITLES AS HEADINGS ON PARTICLES.
For this there is an established code:

The reason for this is to label a particle as Secret and send it through the mail lines will attract the attention

8. Another way we catch the eye of Customs is by capitalizing
the names of intelligence type groups such as CIA, IP, SECRET SERVICE and names of Government agencies.
The handling on this is to avoid using the names at the top of the page or in headings. And, typing them in small
letters. ip, cia, secret service.
9. When a coded despatch is sent between orgs all cc's are to
be written on the original. He then decodes the particle and sends cc's to all terminals named on the particle,
the same day.
10. Things that we do not want connected to the C of Si Secret
PR and BI front groups.
11. Anything that gives actual evidence of Scn being in legal
control of any B6 type groups.
